Company Overview: Founded in 2004, Beacon Communities LLC is a privately-owned real estate firm that develops, acquires, invests in, and manages a wide range of multifamily housing. Beacon currently owns and manages approximately 18,000 apartments including affordable housing, market rate housing, and mixed income-housing. Its developments range from new construction, to historic adaptive reuse, to the renovation of existing housing.

This is a remote position.  Please note that eligible candidates must currently reside in a state that we do business in: NY, MA, PA, MD, DC, FL, CT, KY, WV, OH, VA and ME

General Statement of Duties:
Oversight of the Central Compliance Team to ensure compliance with federal and state affordable programs at properties supported by Central Compliance. The Director of Central Compliance will be directly responsible to ensure that Central Compliance Coordinators are monitoring programs at the properties as well ensuring timely review of file processing and approvals.

Supervision Received:
Analyzes, evaluates, and reviews a variety of data to determine the appropriate course of action. Relies upon subject matter and organizational knowledge to recommend operational priorities. Reports to Vice President of Compliance and works laterally with other department Director(s).

Supervision Exercised
: Supervision of Central Compliance employees (Manager, Coordinators, COS employees). Manages performance, administers corrective actions, and makes decisions affecting hiring and employment, in collaboration with the VP of Compliance.


Essential Functions of the Position:

  • Primary responsibility is the oversight of Central Compliance department including internal program conversions & lease ups, processes, procedures, documentation, staffing, budgets, billing.
  • Develop, evaluate and communicate expectations and measure performance through one- on-one meetings, quarterly meetings and ongoing supervision
  •  Integrate new properties/staff to Central Compliance processes through training, documentation and mentoring
  •  Maintains a positive and collaborative relationship with property staff and associated agencies and ensures team does the same.
  • Responsible for decisions regarding files/households where eligibility is questionable and/or close
  •  Oversight of ShareFile administration and all technological tools employed for Central Compliance
  • Oversee and participate in monthly meetings with CC properties to review past, current and future certifications to keep move-in and annual certifications “on track” and ensure overall compliance is reviewed with site staff
  • Monitor regulatory agreements to ensure compliance
  • Develops and oversees internal reporting controls, including monthly compliance matrices, tracking occupancy rules to ensure ongoing program compliance.
  •  Prepares annual compliance reports as required by state agencies
  •  Participate in the planning and coordination for annual meeting for company-wide COS team
  •  Project, plan and communicate staffing needs based on growth and/or changing business needs
  • Training programs curriculum, assignments and planning for compliance and compliance cross-over into other functional areas
  • Standardized compliance procedures and documentation
  • Establish department goals work with team to ensure progress and achievement
  • Participation in due diligence activities for BRM, including oversight and execution of such activities
  • Assist with strategic planning and implementation of compliance measures at newly acquired properties, including lease-up activity at new properties
  • Attends compliance-related continuing education seminars
  • Special projects, as assigned by supervisor


Education - Work performed requires the knowledge associated with the attainment of a Bachelor of Arts or Science with the ability to exercise the general knowledge of the field of study independently and critically.

Experience – Minimum of eight years of related work experience. Minimum three - five years of tax credit experience.


Knowledge Area – Professional knowledge of government subsidy regulations and COS expertise gained through experience and education. Residential property management and housing compliance experience required. Knowledge of Microsoft Word, Excel, Yardi preferred. Professional presentation and public speaking skills. Analytical and conceptual skills with proven problem-solving skills.

Supervisory Experience 3+ years of prior supervisory experience. Strong interpersonal skills. Ability to lead a team and maintain high level of employee engagement. Ability to handle emergency situations and pressure due to complexity and time-sensitivity. Strong decision making and demonstrated accountability for actions.

Certifications – Certified Occupancy Specialist (COS) designation (or equivalent), C3P designation (or equivalent) required. Public Housing experience and COS-P CPM, RPM, or other Property Management certification preferred.
