Eagle Integrated Services, LLC (EIS) is seeking an Epidemiologist

 

Mandatory Qualifications

 

·         The contractor employee shall possess a Master’s Degree in Public Health, Epidemiology, Biostatistics, or related master’s level degree and strong knowledge of epidemiology, biostatistics, and public health. Contractor employee shall be current in Health Information Portability and Accountability Act (HIPAA) training, to be able to access and process identified medical data.

·         The contractor employee shall possess the expertise and capability to utilize the following health surveillance systems: Air Force Disease Reporting Surveillance internet (AFDRSi), Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE), Air Force Mortality Registry, Defense Occupational and Environmental Health Readiness System - Hearing Conservation (DOEHRS-HC), the Executive Information Decision and Support Data Mart (EIDS M2), Standard Ambulatory Disease Registry (SADR), Standard Inpatient Disease Registry (SIDR), and Aeromedical Services Information Management System (ASIMS).

·         The contractor employee shall possess the expertise and capability to utilize the Armed Forces Health Longitudinal Technology Application (AHLTA) and Health Level 7 (HL7).

·         The contractor employee shall possess advanced analytical skills in public health/epidemiology and epidemiological study design and execution.

·         The contractor employee shall possess expertise in descriptive statistics, Rapid SQL, MS Publisher, Adobe Acrobat, as well as SAS/SAS EG and at least knowledgeable with R, STATA, and/or SPSS statistical software.

·         The contractor employee shall be current in Scientific and Technical Information (STINFO) training.

·         The contractor employee shall have a minimum of 5 years of experience with statistics in public health.

·         The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information.  The NDA shall be provided to the Government Program Manager by start of performance.

 

Desired Qualifications

 

·         Board certification in Public Health is highly desired.

 

Tasks

 

·         The contractor employee shall provide subject matter expertise to the process of usefully labelling medical records for statistical and modelling processes.


·         The contractor employee shall assist in the development of labelling methods based upon their subject matter expertise, allowing for the automation or semi-automation of the labelling process.

·         The contractor employee shall produce validated and reliable medical record labels for Air Force Recruitment Service induction medical records, such labels providing as much medically and operationally relevant information regarding the medical status of the patient involved as possible.

·         The contractor employee shall assist in the development of credible, theoretically driven statistical models exploring the relationship between the medical record labels discussed in Paragraph 1.2.3 and Air Force relevant outcomes.

·         The contractor employee shall perform under guidance validation and verification protocols, to ensure that the products of study are performing as expected, and assist in performing corrections, in the event of models failing to perform to standard.

·         The contractor employee shall assist in the drafting of written communication for internal and external purposes.

·         The contractor employee shall participate as an expert in health statistics in interdisciplinary planning and analysis.

·         The contractor employee shall acquire data access permissions necessary to perform stated tasks.

·         The contractor employee shall demonstrate or acquire familiarity with Air Force medical records systems and standards.

·         The contractor employee shall demonstrate or acquire familiarity with all relevant data repositories used as part of work, or which are generated in pursuit of work.

·         The contractor employee shall collect data from various databases, pursuant to agreements with database owners.

·         The contractor employee shall establish the relationship of available data to existing data sets, map the data between data elements and code for these specific data elements, establish data storage architecture requirements, and create a comprehensive data dictionary.

·         The contractor employee shall provide conference support assistance by active participation in professional conferences, preparation of posters and presentations, and publication of peer-reviewed manuscripts, in order to support distribution of study product.

·         The contractor employee shall brief study findings at appropriate meetings or forums, as determined by the Government.

·         The contractor employee shall provide technical automation support for all versions of MS Windows, Microsoft Office (e.g., MS Access, MS Excel, MS Publisher), MS SQL, and Adobe.

·         The contractor employee shall provide data creation and administration in support of model development, analysis, and publication.

·         The contractor employee shall document products for the actual computer code used in order for government personnel to access these files for review, approval, or for generating copies as required. All requirements shall be prepared in accordance with


  • USAFSAM programming standards and standard commercial practices inclusive of any/all procedures implanted as part of this task.
  • The contractor employee shall assist in briefings and production of documents as appropriate to transfer knowledge of study products to customers in the AFRS and Air Force at large.
