SpecPro Sustainment & Environmental (SSE) is seeking an experienced financial analyst to support the Air Force Enhanced Use Lease (EUL) program.  The EUL program develops partnerships between the Air Force, public, and private entities to create mutually beneficial commercial projects on non-excess Air Force real estate.  The successful candidate will be part of the SPS team providing innovative solutions to execute and oversee the EUL program. 

Responsibilities will include the following:

  • Assists the government with the management of the EUL program; analyze technical information and provide analytical support to improve existing processes and to support mission and business decision-making.
  • Develops, implements, and reviews contractual, financial, and technical aspects of a project/program through designated phases of the EUL process.
  • Plans, organizes, and coordinates contracting, real estate, and portfolio management activities with installations, MAJCOMs, etc. in support of the Air Force EUL program.
  • Reviews and provides recommendation to the government with respect to the progress of developers in meeting EUL program objectives.
  • Conducts financial analysis of the existing EULs to assess performance; understand the drivers for variances in performance of the EUL.
  • Prepares and presents project status challenges and provides alternatives to a myriad of challenges to the Division/Branch Chief and/or other management officials.
  • Develops informative, professional project presentations, briefings, and reports.  

Basic Qualifications:

  • Bachelor’s degree - preferably in finance, real estate or business fields of study
  • 3+ years of experience in a business environment
  • Proficient in Microsoft Excel, Word, and PowerPoint; technical proficient with a computer
  • Must work well in a team environment, have the ability to independently develop professional deliverables, and take direction well
  • Strong written and verbal communication skills including the ability to develop presentations, briefs, and written reports
  • Ability to adapt and develop innovative solutions

Qualifications evaluated based on the candidate’s level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards
  • Knowledge of real estate transactions
  • Knowledge of laws, principles, policies, and practices of EUL program and real property asset management.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense (DoD), Air Force, and other entities that govern, interface with, and/or influence the acquisition process.
  • Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
  • Knowledge of energy, housing and real estate/asset management principles, applicable laws, and DoD concepts, theories, policies, directives, and procedures.
  • Experience in a customer service, contractor environment
  • An existing NAC-I clearance is preferred

The position will support a mixed government – contractor environment in San Antonio, TX and requires the ability to receive a NAC-I clearance.
