GENERAL DESCRIPTION

 

Under the general supervision of the Division Manager – Neighborhood Services to plan and assist with the execution of the City’s Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) programs through gathering and prioritizing relevant information and working closely with clients. 

 

SUPERVISION EXERCISED

 

This position does not exercise any supervision.

 

IMPORTANT AND ESSENTIAL DUTIES

 

1.    Interview prospective applicants to ascertain family composition, employment history and other relevant information to complete client applications; determine eligibility for assistance; complete all necessary documents for housing rehabilitation; verify   income, occupancy and housing ownership by conducting on-site visits, mailing correspondence, or by communicating via telephone.

 

2.    Work directly with the Housing Inspector to review finished product for compliance with bid specifications, and resolve disputes.

 

3.    Assist in supervising staff administering department’s programs.

 

4.    Review personal and confidential information.

 

5.    Creating files with all required documentation.

 

6.    Contracting clients and contractors for awarded funds.

 

7.    Maintain incoming payments and balance for repayment files.

 

8.    Provide monthly reporting to the Division Manager on all program funding balances.

 

9.    Manage the annual report tracking of the HUD-2516 for all programs.

 

10.  Process the annual grant applications for HOME and CDBG funding.

 

11.  Prepare Deed of Trust and Release of Liens.

 

12.  Maintain the inventory log for files in storage in accordance with Records Retention Schedule.

 

13.  Monitor and track homeowners insurance for clients.

 

14.  Meet with individuals, organizations and groups to explain current projects and plans and to gain support for the HOME and CDBG programs.

 

15.  Assist in evaluating the effectiveness of program services, formulating plans for future program activities, and making recommendations for changes in the programs.

 

16.  Perform administrative duties to include preparing and answering correspondence, and conducting a periodic inventory of equipment, supplies and materials.


OTHER JOB RELATED DUTIES

 

Assist the Housing Inspector with site inspections of construction projects.

 

May be required to step in to inspect rehab/reconstruction properties or perform a Housing Quality Standard (HQS) inspection for the homebuyer program. Prepare and obtain signatures for check request on projects.

 

Perform other job related duties and responsibilities as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES

 

Knowledge of:


Housing rehabilitation program and its basic functions, policies and procedures enabling the employee to respond to the inquiries of applicants.

 

Basic real estate principles and practices.

 

City policies and procedures pertaining to budget preparation. 

 

Skill to:

           

Communicate, perform public speaking with diplomatic tact to make presentations and discuss program activities with a variety of individuals.

 

Communicate in writing to prepare and review reports, create correspondence, and develop policy statements.


Exercise significant level of independent decision making.

 

           Meet and interact effectively with the public.

 

Operate general office machines including a computer, calculator, and scanning equipment.


Ability to:

                       

           Comprehend the Real Estate Closing Disclosure for the Homebuyer Program

 

           Read and interpret HUD regulations governing the administration of HOME and CDBG programs.

 

           Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

 

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

 

Housing Counselor I

 

Experience:

           

One (1) year of experience in U.S. Department of Housing and Urban Development (HUD) HOME/CDGB grants is preferred. 

 

Education/Training:

           

            A High School diploma or a GED is required.

           

           License or Certificate:

 

A valid Texas driver’s license; the ability to obtain one within 90 days of employment, or a military waiver is required.

 

Ability to obtain State Notary is required.

 

Ability to acquire a HUD Housing Counselor Certification within one (1) year of employment is required.  

 

Housing Counselor II

 

Experience:

           

Five (5) years of experience in U.S. Department of Housing and Urban Development (HUD) HOME/CDGB grants. 

 

Education/Training:

           

            A High School diploma or a GED is required.

 

            Completion of HUD Environmental Training program is required.

           

            License or Certificate:

 

A valid Texas driver’s license; the ability to obtain one within 90 days of employment, or a military waiver is required.

 

Maintaining the Texas State Notary is required.

 

A HUD Housing Counselor Certification is required.  

 

A Housing Quality Standard (HQS) Certification is required.

 

Special Requirements:

 

Essential duties require the following physical skills and work environment:

 

           With or without accommodation, ability to lift up to 50 pounds.
 
           
Ability to work with and through demanding and stressful situations.
