Under direction of a Utility Systems Manager I; leads and is directly responsible for the field employees, resources, processes, actions and outcomes in the Sewage Collection Division. The Supervisor III has disciplinary authority over assigned employees, and may delegate field supervision duties, as needed, to assigned Lead Supervisors.   


Exercises supervision over approximately fifteen (15) lower staff employees.


Prioritize, coordinate, plan and schedule day-to-day employee workflow and resource usage (vehicles, inventory and tools); adjust in real-time as needed.

Ensure employee compliance with all Federal, State, City and Departmental laws, policies, procedures, and core values.

Set and achieve specific, measurable, actionable, relevant and time-bound performance and productivity goals in business area; track and report progress; take corrective action as needed.

Assess employee attendance, productivity, performance and professional development; identify areas for improvement; coach, train, mentor, assist and/or apply appropriate disciplinary action, as needed.

Communicate, coordinate and collaborate effectively with leadership in own Department, other Departments, and external customers.

Identify, analyze and improve existing processes in business area to optimize performance, productivity, and/or customer experience

Assist in the recruiting, hiring, on-boarding and training new employees.



Perform other job related duties and responsibilities as assigned.



Knowledge of:


           Advanced leadership and team building concepts

Requirements, methods, materials, and equipment needed in the inspection, analysis, maintenance and repair of sewage collection systems.

Applicable Federal, State, City and Department laws, policies, processes and procedures

Location and general characteristics of the sewage collection system.

Safe driving principles and practices; accident and incident reporting procedures

Skill to:

Operate and care for assigned tools, equipment, inventory, office equipment, workstation, phone and software.

Safely operate assigned City motor vehicles, and if required, heavy equipment.

Read and interpret applicable engineering blueprints, plans and diagrams.

Ability to:

Instill, model, and maintain a consistent teamwork focus in employees

Communicate clearly, correctly and concisely, both orally and in writing.

Prioritize, delegate, track progress, and react effectively to last minute changes.

Lead and manage a team in a manner that accomplishes the Division’s mission and treats team members with dignity, courtesy, and respect.

Experience and Training Guidelines:

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:


           Three (3) years of management/supervisory experience is required.

Three (3) years of experience in sewage collection inspections, analysis, maintenance and repair work, is highly desired.


            A high school diploma or GED is required.

            License or Certificate:

A current Wastewater Collection Operator I license is required, and the ability to attain a Wastewater Collection Operator II license within one (1) year is required.

A valid Class A CDL Driver’s License issued by the State of Texas is required.

Current certificate from Pipeline Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP) is highly desired

Special Requirements:

Essential duties require the following physical skills and work environment:

           With or without accommodation, ability to lift up to 50 pounds.

           Ability to sit, stand, walk, kneel, crouch, stoop, squat, and climb.

Exposure to cold, heat, noise, outdoors, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards.

Ability to travel to different field locations in the City of Abilene.

Availability to receive calls on a City phone, and resolve issues regarding emergency work, outside normal business hours when needed.
