About this position:
The Compliance & Operations Manager reports to the Vice President of Policy & Regulatory Affairs and will coordinate and manage electoral campaign finance reporting; lobbying reports; grant tracking and compliance; oversee agency compliance for c3/c4 separation laws; as well as compile, track and complete other business and operational reports.
This position is part of the regional team supporting Planned Parenthood in Alaska, Hawaiʻi, Idaho, Indiana, Kentucky, and Washington and will manage our electoral and campaign finance reporting for our six state Political Action Committees, (PACs), Federal SuperPAC, and 501c(4). This position will serve as the direct liaison between PPAA’s VPs, State Directors, Development team, and external compliance firm to conduct and track all electoral and campaign income and expenditures. The Compliance & Operations manager will manage lobbying reporting and registration, ensure accurate grant tracking and compliance with c3/c4 legal separation. This position will be responsible for developing, implementing, and training staff on reporting systems and structures. The manager tracks grant income and works with grant managers to ensure adherence to grant requirements. This position requires sound judgment, the ability to advise the leadership team on appropriate compliance, including identifying, assessing, and mitigating risk. Strong attention to detail is required, including budget management, tracking, and implementing new rules and laws for state PACs and nonprofits.
This job can live and work out of any of our six regional states: Alaska, Hawaiʻi, Idaho, Indiana, Kentucky, and Washington.
What you’ll be doing (Core Competencies and Responsibilities):
Manage electoral campaign finance reporting in municipal and state-level campaigns; serve as key liaison between senior leadership and external compliance firm to ensure that all reporting is completed timely, accurately and in compliance with local, state, and federal elections laws; advises leadership on appropriate actions to meet requirements.
Track and manage lobbying registrations and reporting requirements by state as well as locally and federally if needed. Assure appropriate registrations and reporting for individuals who must register as lobbyists, for reportable lobbying expenditures, and to assure reporting is completed timely and accurately for lobbyists and for the organization as an employer of lobbyists.
Track grant income and adherence to grant requirements throughout the year.
Report and complete annual business licensing requirements for our multi-state region in collaboration with Office Manager.
Coordinate with the Office Manager to manage audit matters and to compile and review IRS 990 filings for the organization and its entities as needed, with contracted external auditors.
Conduct financial administrative processes for electoral campaigns including expense tracking, processing payments for contracts, and financial reconciliation.
Administer contract(s) processes including requesting and executing contracts and grants as well as document management.
Train and serve as key support for all affiliate and ancillary staff to ensure appropriate c3/c4 legal separation; use independent judgment and discretion to identify and implement processes to ensure proper c3/c4 compliance and adherence to local, state, and federal elections law.
Advise leadership team on compliance issues, including identifying, assessing, and mitigating risk.
Track and advise leadership on recommended implementation steps regarding new rules and laws for State PAC’s and nonprofits.
Manage the accounting process and budgets for six state PACs and the federal SuperPAC; including bookkeeping, compiling monthly budget reports, reconciling accounts, and ensuring that PACs follow accounting best practices.
Collaborate with public policy team to track and analyze emerging state policies and requirements on lobbying, public disclosure, and financial reporting.

You’ll need to have:
BA/BS in related field or equivalent experience strongly preferred.
1-3 years accounting/bookkeeping experience.
Experience with QuickBooks.
Experience with political campaigns and campaign finance reporting.
Experience with legislative and public policy advocacy and reporting.
Experience working with 501(c)3 and 501(c)4 organizations and complying with firewall practices for electoral activities.
Experience in budgeting, finance, and vendor relations.
Experience working with diverse communities and firm commitment to racial and social justice.
Passion for the mission of Planned Parenthood Alliance Advocates and a desire to move that mission forward by assuring excellence in PPAA’s compliance with political and lobbying reporting requirements.
Background and understanding of electoral campaigns and campaign finance reporting
Experience managing and tracking political action committee (PAC) expenditures, preferably in multiple systems and environments.
Experience with public disclosure requirements for lobbyists and employers of lobbyists.
Experience with business and administrative management.
Works with a sense of urgency and thrives in a fast-paced environment; comfortable with changing dynamics and equipped with a positive, proactive approach.
Detail-oriented with excellent project management skills, ability to handle multiple projects and tasks, often in a fast-paced environment.
Unflappable in face of crisis or high stress situations.
Well-developed political acumen, experience with political campaigns, and sound judgment.
Ability to see, understand, and communicate the big picture as well as translate into actionable next steps.
Proficiency in Microsoft Office Suite.
A demonstrated commitment to and experience in incorporating equity efforts around race, sexual orientation, gender identity, immigrant status, economic status, and other issues related to equity and inclusion.
Strong written and verbal communication skills.
