Job Summary: Assist the Property Manager with day-to-day administrative and management duties.  The Assistant Property Manager will be responsible for assisting with the leasing of the building, including marketing and processing tenant move-ins and move-outs. Handle day-to-day administrative duties as they relate to security, maintenance, and general management of the building. Duties are to be discharged in an independent manner, with attention to detail, accuracy and a high level of professionalism. 

Essential Duties and Responsibilities:

Blended Management

Assist the Property Manager with:

·       Day-to-day operations of the Property.

·       Supervision of maintenance technicians, receptionists, and custodians.

·       Ensuring Project HOME cleaning standards are maintained at sites where residents are responsible for cleaning.

·       Preparation of weekly, monthly, quarterly, and annual reports as required.

·       Maintaining knowledge of governing HUD requirements, regulations, forms, and procedures for effective facility management; compliance with Fair Housing Laws according to building type; ensuring that buildings are managed in accordance with all regulatory requirements.

·       Attendance at weekly meeting with Program Manager to discuss resident and building issues as required.

·       Scheduling and completion of move-out inspections and related paperwork to determine any charges that need to be assessed to the vacating resident and process move-out paperwork.

Housing Compliance:

Assist the Property Manager with:

·       Management of leasing and annual/interim recertification process.

·       Assisting residents as needed with obtaining third party verifications

·       Ensuring that the property lease files are properly maintained and kept up to date in accordance with PH policy.

·       Manage eviction process.

Financial Management:

Assist the Property Manager with:

·       Operating asset in accordance with financial goals and PH Policies & Procedures Manual.

·       Ensuring that A/P purchase orders and invoices and credit card/petty cash reconciliations are submitted timely and accurately.

·       Ensuring that all late fees are posted properly and all tenant charges are collected and deposited in a timely manner.

·       Reviewing monthly budget-to-actual reports and provide explanations of variance as required.

·       Participation in annual budget review as required.

Facilities Management:

Assist the Property Manager with:

·       Ensuring property is well maintained and preventive maintenance plan is completed.

·       Reviewing open work orders and providing direction to maintenance staff.

·       Ensuring supply inventory is properly maintained at the site, including but not limited to monthly coordination with Maintenance to order supplies as needed to complete make readies and routine work orders.

·       Scheduling turnover functions and checking completed work orders to make sure the work is completed in a satisfactory manner; following up with vendors as needed.

·       Completing daily/weekly property inspections to identify building issues.

·       Coordinating contract and bid process as required.

Perform general office/administrative duties.

Minimum Qualifications:                                         

·       High School Diploma or GED and 3 years’ experience in affordable housing property management; or an Associate’s Degree and 2 years’ experience

·       A minimum of 1 year of supervisory experience

·       Experience with property management software

·       Basic skills in MS Office suite, e.g. Word, Excel

·       Excellent verbal and written communication skills

·       Good organizational/administrative skills

·       Ability to work well with a wide variety of people

·       Valid driver’s license

Physical requirements:
Walking, climbing stairs, lift 20 lbs.

Prior work experience with HUD and/or PHFA Preferred Qualifications

·       LIHTC or Advanced Housing Certification
Prior work experience with HUD and/or PHFA properties & regulations

·       Yardi experience
