Job Summary

The employee occupying this position is responsible for assisting the Housing Director in planning, administering, directing, supervising and coordinating all phases of Tribal Housing construction operations, including contract preparation, on-site coordination, quality control and all aspects of contract management. 

 

Essential Duties and Responsibilities

This position assists the Housing Director with the following duties and responsibilities:
 

  1. Participates in the planning and formulation of design alternatives and solutions for major construction projects; provides conceptual estimates, feasibility studies, and cost estimates, and may coordinate the production of basic design plans and construction documents.
  2. Develops and administers project budgets and fiscal controls, contracts, and quality control provisions, performs project cost estimating and evaluates goals and objectives, progress and adjusts plans and activities as deemed appropriate.
  3. Oversees all aspects of the day-to-day management of construction projects; monitors and coordinates work performed by architect, engineers and construction firms.
  4. Supervises construction sites and directs site managers and subcontractors to make sure standards of building performance, quality, cost schedules and safety are maintained.
  5. Assists in the preparation of contract requests and administering contracts with federal agencies such as BIA, IHS, and HUD and private contractors.
  6. Reviews and interprets proposed designs, architectural drawings, and building specifications for appropriateness to required functions and/or institutional standard, and initiates revisions where appropriate; advises consultants as to how best to achieve required results.
  7. Ensures that project operations are in compliance with design specifications and with HUD, federal and policies and regulations.
  8. Establishes performance and delivery criteria, prepares project specifications, and coordinates procurement, as appropriate.
  9. Authorizes the issuance of contracts, purchase orders, and change orders, and approves contractor invoices for payment
  10. Inspects, approves, and accepts completed projects for the Housing Department and Tribal Administration ensuring conformance with HUD standards, building and life safety codes, and architectural/engineering specifications.
  11. Represents the Housing Department and Tribal Administration in business with customers, consultants, contractors, and other public or private agencies and organizations.
  12. Researches and prepares various reports pertaining to operations, equipment, policies, procedures and/or other issues as appropriate.
  13. Identify additional funding for housing development projects including single family homes for Tribal Members.
  14. Performs other duties as assigned

 

Supervisory Responsibilities

This position supervises the Maintenance & Rehabilitation Manager.  At the direction of the Executive Director, this position may supervise three or more housing division staff positions.

Education and/or Experience

B.A./B.S. in a related field is required; must have a high school diploma or general education degree (GED); OR must have a satisfactory equivalent combination of education and experience.


Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period you will be credited with 6 months of experience).


AND


Experience:

  • Minimum 10 years in general maintenance and housing including 5 years of effective supervisory experience working with General Contractors and Subcontractors. 
  • Must know principles, operating practices and methods of construction administration, planning principles and procedures.
  • Must have ability to negotiate and manage contractual arrangements.
  • Must have ability to provide technical guidance and/or supervision to architects, structural engineers and independent building contractors. 
  • Must have an ability to communicate effectively with the Housing Committee, staff, tenants, and other agencies.
  • Must have considerable knowledge of the principles of real estate acquisition and development. 
  • Must have intermediate working knowledge of government regulations, plumbing, construction work, electrical configuration and an ability to read and interpret blue prints.
  • Knowledge of construction process preferred.
  • Must have time management skills and an ability to work in a customer service oriented manner.
  • Knowledge of housing development, project bidding, and infrastructure development preferred.
  • Knowledge of grant writing preferred.
  • Position requires office skills including typing and personal computer skills using word processing and spreadsheets (i.e., Word for Windows, Excel).

 

Language Skills

Employee must demonstrate the ability to interact tactfully and positively with Tribal members, all levels of staff and management. Ability to maintain a high level of confidentiality. Ability to read, analyze and interpret common professional journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from staff and regulatory agencies. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions. Ability to effectively present information to management, employees and groups of people.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ration, and percent and to draw and interpret bar graphs.  Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.  Ability to apply concepts of basic algebra and geometry. 

Reasoning Ability

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Licenses or Certificates

Must have a valid and unrestricted Washington State Driver’s License and proof of auto insurance.  Driver’s License must not contain any restrictions that would otherwise prevent an employee from driving a GSA vehicle. Must provide acceptable documentation of authorization to work in the United States.
